E-Comm’s Transformation Plan builds upon the organization’s strategic plan called (a)SPIRE 2025. E-Comm created (a)SPIRE 2025 in 2019 to guide us as we work to provide exceptional emergency communication services in British Columbia. As communities and technology continue to evolve, the new Transformation Plan, along with (a)SPIRE 2025, serve as our roadmap to help E-Comm deliver the changes needed to modernize the delivery of emergency communications in our province.

Transformation Plan
In November 2022, the E-Comm Board of Directors approved a new transformation plan and budget. The multi-year plan addresses five strategic pillars: Operations, People and Culture, Governance and Stakeholders, Corporate Foundation, and NG9-1-1.

Provincial Mandate
E-Comm is working with its municipal partners and the Government of B.C. to enable a new provincial mandate for 9-1-1 services, including governance, operations and funding.

Next Generation 9-1-1
The way we access 9-1-1 services is going to change. E-Comm is preparing for Next Generation 9-1-1 (NG9-1-1). This transformation will give Canadians improved emergency services using world-class telecommunications networks. The move to NG9-1-1 will occur gradually in the coming years.

Non-Emergency Services
In addition to answering more than 99 per cent of 9-1-1 calls in B.C., our call takers also answer non-emergency calls for more than 70 police and fire agencies. More staff and new technology will help improve this service.

(a)SPIRE 2025
A lot has happened since E-Comm took its first 9-1-1 call in 1999. Today, more than 100 agencies are using our radio and dispatch services. Together we are creating safer communities. Our (a)SPIRE Strategic Plan is the foundation for our Transformation Plan.
